			<content:encoded><![CDATA[<p>Sometimes you have to evict your tenants or they just up and leave spontaneously. It does happen, and it&#8217;s unfortunate. It can be a chaotic and frustrating experience in and of itself. You have to scramble to find new tenants, all while trying to spruce up the now-vacant property.</p>
<p>	And if all that wasn&#8217;t hard enough, sometimes people leave stuff behind. Now, conventional wisdom may cause you think that because that property has been abandoned that it&#8217;s fair game. You may think you can sell it or keep it or give it away. Unfortunately, that&#8217;s not the case. As a landlord, you have some responsibility in properly taking care of those abandoned goods.</p>
<p>	First of all, if you find that property has been left behind, you&#8217;ll need to do some assessments. While you can get rid of perishable food items without worry, your freedom pretty much ends there. The next step is to inventory everything left behind; a written record is fine, but pictures are even better. If there are items that may be of higher value, you may even want to consider bringing in someone to appraise the property.</p>
<p>	Depending on the circumstances of the previous tenant&#8217;s departure, there may be monies that have yet to be resolved. They may owe you last month&#8217;s rent and you probably haven&#8217;t given them their deposit back. This property can be used as incentive for the whole issue to be resolved.</p>
<p>	Contact the former tenants &#8211; both directly and by certified mail &#8211; letting them know about the property. Give them an appropriate amount of time (30 days is usually fine) to come and reclaim the property or you reserve the right to sell it and keep the revenue. If they respond by saying they don&#8217;t want the items or you can do with them what you will, it&#8217;s best to get that in writing.</p>
<p>	After 30 days, if they refuse or don&#8217;t claim the property then you can begin to sell or donate their property. Again, you need to keep meticulous records about each item and every dollar amount in order to best protect yourself. You can use this money to recoup your losses or to reinvest back into the property.</p>
<p>	The best step you can take, however, is actually to avoid abandoned goods from ever becoming an issue. Include in the initial lease or renter&#8217;s agreement language regarding abandoned property. You should still include a grace period of 30 days or so, but this will limit the hassle involved if it does end up becoming an issue.</p>

Kelley who was concerned about the high rate of foreclosures in this area &#8211; the residents mainly being Afro-Americans. His bank had a humane face. He bought the foreclosed units and after repairing these sold them at cost price to needy families. But the recession led to his fall and the bank was taken over by a faceless bank US Bank &#8211; the fifth largest in the country. This has led to public ire who wants the new administration to continue with the good work done by Kelley.</p>
<p>But the bank administrators have their constraints. They have branches all over the country and they cannot do one thing here in Maywood and not do it elsewhere. Ricahrd Harnack of the US Bank noted that things worked smoothly in California where they had 400 branches because there they &#8220;didn&#8217;t have the ghost of Mike Kelly to deal with.&#8221;</p>
<p>It is insulting to refer to Kelley as the ghost as he is well and kicking in his 66th years. He loves his privacy but continues to be generous. Kelley took charge of the First Bank of Oak Park in 1981 and developed it to become an enterprise having assets worth $19 billion &#8211; mainly from the underperforming and failed assets of other banks. Finally he came to own 9 banks, under FBOP Corporation in Illinois, Arizona, California and Texas. His was the biggest private holding bank in the country and prior to 2008 it noted 25 running years of reaping profits.</p>
<p>His banks have won a name for their generosity and caring for areas where the income is low &#8211; especially in Chicago. It promised $27 million loan sans interest for the building of Jesuit Preparatory School at Austin &#8211; a Black neighbourhood. The bank also contributed to creating a savings centre for communities in the western part of Chicago where banking service charges were low. Financial advice was provided to people who were in general shy of banking. $20 million was set aside for house owners at risk from foreclosures. Altogether his banks donated to charitable causes $36.7 million in 2007 and 2008. FBOP added another $17 million during this period. Another $583 million was provided by the banks under FBOP as loans for community development including providing for affordable houses and development inside the city.</p>
<p>Rev Marshall Hatch, of Community Banking Coalition said, &#8220;This was the finest community bank in America. The loss of the bank is incalculable for our side of town.&#8221;</p>

			<content:encoded><![CDATA[<p>Accreditation provides an exciting opportunity to promote an expanded and better quality private rented sector (PRS) and needs to be embraced by all PRS stakeholders.</p>
<p>In recent years the housing market has, and is continuing, to go through significant changes and accreditation will help the PRS to take advantage of the opportunities that are opening up.</p>
<p>By way of background, accreditation started a decade ago in the student sector. The regulation of standards in the student market faced challenges because of the difficulty in applying the definition of houses in multiple occupation (HMOs) to shared housing. Accreditation emerged as a means of voluntary self regulation with accredited landlords achieving business advantage through the accreditation status. </p>
<p>Higher educational institutions or their nominated agencies such as UNIPOL and Manchester Student Homes operated many of the original student schemes. Their early successes encouraged local authorities to develop and launch schemes to cover the entire PRS within their administrative borders.</p>
<p>Those first local authority schemes faced an uphill struggle because they had to go through learning curves and break down the barriers of mistrust between local authorities and private landlords that had built up over many years. Landlords were suspicious of the motives of local authorities that they perceived as having anti PRS cultures at both political and officer level and had traditionally enforced standards but now wished to encourage and acknowledge good standards and work with, not against private landlords. </p>
<p>Some of the early pioneering schemes failed through a variety of reasons but many flourished. The successes encouraged more local authorities to set up schemes. Local Government officers and private landlords alike, weary with the old antagonistic attitudes that traditional enforcement of standards created, were all too willing to try news ways of working. </p>
<p>By the late 1990s expansion of accreditation had come to the attention of the Government which commissioned Professor Philip Leather of the Centre for Urban Renewal Studies, Birmingham University, to undertake research into the increasing popularity of accreditation. The outcome was that the Government liked what was reported and accordingly threw its own weight behind supporting accreditation by publishing extensive guidance to local authorities on how to develop and successfully operate accreditation schemes.</p>
<p>This strong message to local authorities that Government actively supported accreditation turned the stream of interest in accreditation into a torrent. The operators of successful accreditation schemes became inundated with enquiries about the practicalities of setting up and operating schemes from organisations interested in doing so. This encouraged Leeds City Council and UNIPOL Student Homes to run the first National Accreditation Fair in 2001. Two hundred and fifty delegates from around the UK attended the event and the feedback indicated that there was enormous interest in establishing accreditation as a mainstream feature of the PRS.</p>
<p>This inspired key national PRS players, including the Government and the Residential Landlords Association, to create ANUK to publicise, promote and share good practice in accreditation. This multi-agency organisation is one of the key drivers for accreditation. It is run by a management group that includes landlord representatives such as those from the National Federation of Residential Landlords and the British Property Federation.</p>
<p>Accreditation is now sweeping the country and new schemes are continuously being launched or developed. </p>
<p>Estimates are that more than half the local authorities in England already operate or are developing accreditation schemes. Accreditation scheme practitioners estimate that within three years it will be unusual for any part of the UK containing any sizeable PRS to not have an accreditation scheme. The acorn is growing. </p>
<p>Government is encouraging local authorities to separate their landlord functions from their strategic housing functions. Many local authorities have created &#8216;arms length management organisations&#8217; (ALMOs) to achieve this, whilst many more have transferred their housing stock to registered social landlords. </p>
<p>This move towards local authorities being the facilitators of housing services rather direct providers is bringing about a change in attitude towards the PRS. The PRS is no longer seen as a &#8216;problem&#8217; but instead the PRS is seen for what it is, the provider of essential accommodation services. </p>
<p>Accreditation is by its nature, voluntary and therefore needs to be made to work. Local authorities are taking the initiative to develop and operate accreditation schemes and landlords need to support them in order to make them work.</p>

You don&#8217;t want to place a stock brokerage firm in a small town in Idaho; because the odds are the locals are farming and not interested in working for you, and all the action is on the east coast.  </p>
<p>If you are trying to locate the offices for a car manufacturing company that needs to be near the factory where the cars are made, then get a building near that.  Most cars are built in Michigan, so it would make sense to locate your office building in Michigan.    </p>
<p>This location ensures that you are near your factory, and near other car manufacturers.  This means that it will not be as difficult finding employees in this area with expertise and experience in building and selling cars.  This will save relocation costs and recruiting costs to convince employees to move to Michigan.</p>
<p>If you are trying to open an office building for a technology manufacturing company, then you should locate you building in Silicon Valley where there are other tech companies.  Since most technology companies are located in California, you should locate there too.</p>
<p>A lot of tech savvy people in the work place live in Silicon Valley, meaning you won&#8217;t have to go far to find employees, and your business will fit right in with the other companies around you.  This will be a good move altogether, and you will be able to feed off of your competitors.  </p>
<p>If you are trying to place your offices for a financial or investment company, you should find a location in the state of New York.  This is where Wall Street is located, and cities like New York City and Manhattan are famous for being home to large financial and investment corporations. </p>
<p>Since this is the hub of the financial world, being at the center of everything would greatly benefit your business and be at a convenient location for employees.  People involved in finance migrate towards New York because they know that that is where the money is, so locating offices here would be an open door for employees and clients.  </p>
<p>The old phrase &#8220;location, location, location!&#8221; is spot-on accurate.  Where you decide to put your business&#8217; offices will greatly affect who works for you and how well your company fares amongst competition.  Make sure that you pick a central location that is easily accessible to employees and allows you run your company successfully. </p>
<p>Even if you have a really great product or service to offer, if you aren&#8217;t in the right place, no one will know you exist.  This is why location is one of the most important factors determining the success of your business; a poor location won&#8217;t get you quality employees, but a centrally located building will be more likely to get you good employees and good clients.  </p>
<p>After deciding on the location, make sure you hammer out the lease or purchase agreements in a way that benefits you and your business the most.  Using a triple net lease is a great agreement for a piece of property that you want to do a lot with, but don&#8217;t want to tie down your equity in a mortgage loan.  </p>
<p>The triple net lease makes you in charge of the property, from repairs, maintenance, insurance, and taxes.  The landlord does not pay any out of pocket expenses, making him price the monthly payment at far less than other landlords.</p>
<p>Because you are paying to keep up the property, the landlord typically allows you to do what you want with the property.  This means you can paint, put up signs, and anything else that you need to do to customize the space for your office needs.  This is greatly beneficial for you, because you do not have to consult with your landlord on most of the things you do with the space.</p>

<p>Rental Protection Tip 1: Use Durable Materials<br />
Do they cost more up front? Yes. But they can and will save you money over the years, as tenants come and go and each one adds to the damage in your property.<br />
First, you can save yourself a great deal of headaches by using carpets that hide dirt, stains, and general wear and tear. Dark, patterned carpets help to hide these everyday carpet threats, and using thick padding helps increase the life expectancy of the carpet as well. Finally, door mats are a cheap and easy way to drastically cut the dirt ground into the carpets.<br />
The other major area of wear and tear is wall surfaces. Certain types and colors of paint can be cleaned easier, and conceal dirt better. You&#8217;ll want to verify the rental applicant&#8217;s employment and income, their rental payment history, their credit history, criminal background, and civil suit history. <p>Rental Protection Tip 3: Protect Yourself Legally with a State-Specific Rental Agreement<br />
Each state has different landlord-tenant laws, requiring different language, addendums, disclosures, and restrictions on charges such as security deposits and late fees. If you fail to include any of these state-required information, or if you charge more than your state allows, you can have great difficulty evicting, or worse, can be sued by tenants looking to make a quick buck. <p>Rental Protection Tip 4: Prevention Instead of Cures<br />
Repairs and maintenance are like medical problems: the longer they fester, the worse the damage and the cost to fix. First, stay on top of scheduled maintenance, and second, respond immediately when tenants inform you of a problem with the rental property, even if you don&#8217;t think you can afford to fix it. Send a contractor to investigate and give you a price and assessment of the risk of further damage, and you can avoid many of the big, disastrous bills that happen if you ignore the early warning signs.<br />
Further, many arguments and legal disputes with your tenants can be avoided if you show them that you&#8217;re responsive when there are problems in the property, and if you outline in minute detail who is responsible for which repairs and maintenance in the rental agreement.</p>
<p>Rental Protection Tip 5: Prepare for the Worst<br />
Sometimes things simply go wrong, and your tenants will either stop paying or will violate the rental agreement in an unforeseen way, and in these circumstances it&#8217;s critical that you start the eviction process immediately, because it takes a long time and gives tenants second, third, fourth, and fifth chances before you can actually remove them from your rental property. Also, sending a clear and decisive message that you will not tolerate any violations of your rental agreement shows the tenants that you operate like a business, and not a pushover, and they&#8217;ll think twice before crossing you again.</p>
<p>From rental application to rental agreement, from preparing your property for tenants to having an eviction plan, it&#8217;s extremely important to plan for the worst with your rental properties, and protect your property from unforeseen threats and damage. Best of luck!</p>
